organizing subs

I live and work here in Harrison County, WV. Our school board has recently started hiring anyone with a degree of any kind and 18 hours of training to sub. The school board is not supposed to call them out until all other subs have been exhausted, but we know that some are being called out. Does any sub anywhere get treated with respect or have any kind of benefits? Things must get better. We are starting to gather info to unionize, I need some advice!
