It sounds as though you are very organized. Do you have the option to suspend the troublemakers for 1 or more days? Their parents would probably not like the inconvenience of finding alternative care and may expect better behavior from their kids after that. Some sort of serious consequence needs to take place, I believe. Maybe you can get the principal to back you. The kids/parents need to realize that your program is a priviledge. Let me know how it goes.
