First I have to say, we never give up on children, take them as they are and try lots of different reading materials. Basals, level readers, etc. Do some running records and try to see where they are struggling. It may just be speed. It may be decoding, phonics etc. Keep trying to find the trouble spot. Then you will know what to teach them and move on. Good Luck.
