I have seen books at education stores that come with cd's pre-formatted with a variety of templates for classroom newsletters (I think Teacher Created Materials publishes these books). Any education store should have them.
Personally I have used my PrintMaster Gold cd to create classroom newsletters. Last year it became too time consuming to create newsletters on the computer, so I started using a ready-made format that one of the teachers on my team uses. All I do is fill in the sections by hand, and photocopy.
