returning papers

In our school district we have been told NOT to let students return or handle any other student's papers because of confidentiality. This puts quite a burden on the teachers. We can no longer put any graded papers up for display in the classroom either. I like the ideas of sending the sign and return pages home with the papers. Any suggestions on how to avoid wasting so much class time returning or filing the papers that are to be returned? I have tried the file crates and that works okay, but I feel I am spending too much time on a trivial task.
