Having the students read each other journals is a great motivator. I use this strategy with writing. I tell the students to make sure they have a draft finished by a certain day so we can meet with revision buddies. If they show up with no draft they have to work on it while the other students are buddied up. This kills those students and they quickly finish so they can join in. I also let them know they will get a participation grade for their revising. If they can't meet with a group they get a 0, and that's a 0 that cannot be made up.
Also the first couple of times we do this they still can't meet with a group even if they finish before group time is up. I want them to learn that I mean it and it usually only takes one time of being excluded.
So if your students don't have a reading response to share they can't participate.
