A literature based reading program consists of using chapter books. Some opt to use a class set of books to teach reading skills, others prefer to let the student decide what to read. The advantage is that the students are reading literature that is of interest to them. If, for instance, you choose to read "Sideway Stories from Wayside School" you would pull vocabulary, webbing activities, and comprehension activities based on the text of the book. I wouldn't want to teach reading any other way.
