I would have him write a letter to his parents explaining in detail what he did. Maybe why he did it and an apology. Also an apology letter to the person who owns the banner. I would have a sit down discussion with him during recess about respecting people's property and keep him in the office for a couple days during recess to reflect upon what he did. Hope this helps.
