Well, how about the 3 step process. 1. The child has to admit he did it. 2. He must show true remorse. An apology is not enough. 3. He needs to figure out how to right the wrong. If it means a whole new expensive banner, then be it. I think the parent has to be made aware of your plan so that you have their support. I agree that the child has to be held responsible. This may be a lesson that could last a lifetime. I'm sure others will have ideas too.
