I get most of my school supplies at the Dollar Store. I'm not sure if they have them in your area, but they're great. Everything is a dollar each. There is a great book called Paperplate Art Projects. It's wonderful. You can make all types of things from them. Even for the little ones. There is also a web site on About.com that has project ideas using toilet tissue rolls and some felt,etc. Rubber stamps are not inexpensive, but they make great border decorations Or maybe you can make your own. There are also several websites for teachers that offer free materials. Just go to google.com and type in free materials for teachers.
Garage Sales are the best!!!!
