Has her parent been supportive in the past? If so, you might find that a quick phone call to discuss the situation will shift the punishment to home rather than school. If you do decide to punish this student, I would be sure you do it out of earshot of the rest of the class. Also, I would be inclined to punish her for taking something from your desk rather than for spreading rumors.
