One thing that worked well with my kids was to have them retell me the events of whatever they are summarizing. I wrote them on sentence strips as they said them. When we were done listing events, we went back and put all of the events that we had listed in the correct order and then my students wrote their summary paragraph from that. I then moved them into doing the same thing in groups, without my writing, and then individually. Some of my students still make a list of events before writing, but I figure that any pre-writing step isn't all bad.
