I put a dot on their rulers on the inch side so they know which side to use, inches or centimeters. I also let them measure things around the room: signs, the table legs, their arms, etc. I find it much easier to go ahead and start with the ruler than to teach them to use a finger or other object and then move to the ruler. I teach low-ability first graders and I am quite successful using the rulers.
