    I found that it helps if you give them an organizer to fill in. It's more prep work for you, but many kids lack the skill to set it up themselves. You can vary the level of assistance, depending on student need. I've done this with outlines, cluster maps, etc. Also.. if you have the students in a pullout, maybe you could tape a lecture and then walk through it with them.
