I can't help you with spelling lists, but I can offer a bit of advice. Instead of scrapping your system, change it so that the students do about 10 words that you choose and only one or two of their own choice.
You can also have them select their choice words from their reading so you know the words are relevant. With fewer choice words your job is easier but the kids still get a feeling of ownership. Also, you might want to divide your group into ability levels for spelling, giving an easier list to the lower group and a more difficult list to the advanced students. You could possibly use
words that follow the same spelling rule or pattern even if you choose easier and harder words.

Hey, it's never too late to tweak a plan. I just tell them "New rule, folks," and on we go.
