Meghan,
I admire your concern for your students, since I have seen so many teachers lately who just couldn't care less. That said, I have a few suggestions on how to help your students who need some more test time. First, if you do need them to finish the test at a different time in order to participate in other class activities, you could break the test into two parts, giving the first part with the rest of the class' test and the second part at a different time. Also, maybe consider giving the student(s) a different test altogether. I agree with whoever said you need to find out about an IEP since it seems that this student is really being negatively impacted without one. Hope it helps!
