The lower kids just need more time with number sense. It also helps to switch them to using dimes and pennies instead of base ten blocks. Sometimes they have a better undestanding of tens and ones with real life manipulatives. Graph paper seems to help with reversals too. Then chck out Marilyn Burns "math solutions" web site. There are many games, lessons, and activities that build on place value and number sense.
