Don't take it personally

Don't take it personally. Some people feel very awkward especially around their children's teachers. It sounds like he is still trying to be involved by attending his daughter's birthday party. Even though he seems to be very comfortable and outgoing with his family, he may be very timid around people he does not know very well. The important thing is to continue being kind and polite to him and with time he may begin to feel more at ease.
