Have you tried the reverse? ...praising them ( or individuals)every time they do good? They must be good sometimes. I don't know what age your kids are, but transition songs and using cues (I raise my hand, you zip and raise yours) can work really well at getting their attention and getting them settled in. Have a "class meeting" and let the kids talk about why rules are important. Let them make their own rules. I would bet that some of them don't like so much talking because they can't concentrate. Good luck and keep positive!
