I can't function in a room that is chaotic, either. This year my class "mascot" helps. I bought a really cute stuffed animal as a class mascot and the students helped name him. Now, the desk or table with the quietest students gets to have the class mascot sitting on the desk. (I had to have some ground rules, like "no handling the mascot" etc. I can simply walk over to a noisy group and quiet them down by moving the mascot.
Practicing what it looks like to walk into the classroom, what it looks like to raise a quiet hand, what is looks like to move around the room really helps in classroom management. If they don't get it right the first, second or third time,keep practicing it!!
