Sounds to me that this child does not need to be in a regular classroom. She needs special help from people who are trained to help her. She may also need medication to control her behavior. Demand that someone in administration/counseling or higher up on the ladder help you. Don't let her drive you crazy because you shouldn't have to put up with it. Contact your teacher union if you have to.
