I had the same problem

A few weeks ago, a kid refused to take his test. Said he had never finished copying the words, and that he asked one person for the words but they were in cursive and he couldn't read them (this is 4th grade). He never told me he didn't have them, he just refused to take the test.

I did pretty much what you did. I sent a note home (they have conduct folders that get sent home weekly, so I put it in there), and I refused to give him the test over. I recorded a 50 in my gradebook.

Kids with emotional problems (like mine, and probably yours) try to use their problems to get away with things. You have to be firm and consistent. I think you did exactly what you should have.
