I use this tecnique occasionally mostly to encourage the shy ones to speak. But it might help your situation as well. My kids sit in groups of 4. Sometimes before asking for answers in the whole group, I will ask them to share, discuss with their group for a minute or two. It gives the shy ones a chance to talk, and the talkative kids all get to talk too. Then I ask for quiet and request comments for the whole class to hear. It seems to bring out new ideas and everyone gets to have their turn. You can't do it everytime, but it breaks up the discussion once in a while.
