Maybe he isn't developmentally ready to do this activity yet. However, I made a shoe out of cardboards with the ties made of pipe cleaners so that they stay put and you can see the steps visually and used that model to teach my special needs students. You might check with your ot/pt to see if he is developmentally ready to do this....I had a student once who really wasn't ready until about 3rd grade
