Wow! I teach in what is called an Academy school in my school system. It is a low-income, high-needs area. I teach 3rd grade and there are 4 teachers for my grade level. Each of us has only 9 students. 15-17 is the cap for primary and 20 is the cap for intermediate. This isn't true district-wide though, only in these Academy settings.
