I know you said not many materials, but if you can purchase or find enough dice for each pair or group of students to have a set you can review all of the basic operations. I have students pair up and role the two die and + - x / the two numbers. It is a break from normal class and the students love it. Another similar way is to use cards and have students draw two cards and + - x / the numbers.

If you can't get the materials you might ask students to donate them, I am sure a lot of families have decks of cards that are missing a card or two. For this use it really doesn't matter if all cards are there or not.
