testing and paperwork

i just started my first year teaching and between testing and paperwork, when do I teach?. In the meantime, we have children that can't read. I am so disenchanted!!! I want to scream, leave me alone and let me teach, but it seems to be this way everywhere. The state dept as well a the local levels are trying to come up with a fix for our education systems. No longer than I've been in this I can say, BACK OFF and let us do our job please.
