I would sugesstgiving her a special job that she can do that requires her to concentrate/ focus. something like passing out supplies or picking up paper or toys.

Another option is to praise the others who are ready to listen. say something like "Thank you ___ for being ready to listen." just fill in the blank with all the names of children who are ready to listen. if she is not ready when you have said all the others names dont say her name. Every once in a while add a sticker or stamp. Once she realizes she is not being praised maybe she will be quiet. If she asks why she didnt get a sticker simply say she wasnt ready to listen when you were giving them out. This works with my pre-k kids. Just make sure to give it time.
