If I were your principal I would tell the grandparent that "We just can't get him to come to school" is not an excuse and that they'll be turned over to the truancy officers. I would also add that too many absences in one year could lead to retention for the child. We had a Kindergartner (is that spelled right?) who HATED coming to school last year. Mom brought that kiddo in kicking and screaming everyday.
