Teacher Salary By Penelope

Why? Is it me or are teacher salaries too low? Let's admit that there are some teachers that don't do diddly and shouldn't get paid at all. But there are some really dedicated teachers out there that go the extra mile, yet are not compensated.
Why is that? Is it bureaucratic fat cats? What can be done to change the situation?
