I too teach in central Texas. I read your first post and don't understand why you say that your school isn't meeting the requirement. It says that you get 50 minutes (I am assuming you get this every day). However if they require you to tutor I think they are breaking the law. What about lunch, is it duty free? During TAAS testing our principal takes away our planning periods and duty free lunch. My partner teacher e-mailed ATPE and asked them about the law and they said that the school has to give you 450 minutes every two weeks and a duty free lunch, so technically our principal wasn't breaking a law because we get more than 450 every two weeks.
