You are stuck, unless you can get support from your other teachers. You might conference with the parents and see if they can be swayed. I do know that in my state, California, if a parent refuses to go with a recommendation
for special education assistance and will not sign the plan it can be considered child abuse. Never seen a case!!!! This young man is old enough that you can counsel him and let him know that it is bad deal but you two are stuck together and you are there to help him. You could tutor him or give him individual assignments at his level and set learning goals for him with rewards at
the end. This is sad and a leadership problem more than yours, but sounds like your going to have to deal with this until someone at the main switch wakes up. I hope your principal is tuned in to this site!!!
