I have taught Kindergarten Music for 11 years and I always find that repetition really helps. Teach the children from the beginning what the differences are between good manners and bad manners, then drill everyday. Example: If I am talking when someone else is talking, am I using good manners or bad manners? And let the kids answer. Also, it may be a good idea to let them know why it's bad manners to speak when others are... I hope this helps.
