Hi Kimberly,
I have one I send each year, I think the list of jobs was posted (with several other responses) somewhere here or the primary boards. If you can't find it, email and I'll send it to you.
On the homeroom mom thing, put that option as one of the jobs in your volunteer letter. I'd also have a separate line for sharing this responsibility with another parent or two. Add party helpers and party supply donators as well. That should cover it, and you could probably have a homeroom party 'team'. If you have to choose, I'd try to make it someone who has the time to devote to calling/writing letters and organizing or you'll end up doing lots yourself.
