    Some ideas...

-Everytime there is a workshop at school, these parents are offered taxi services (even though most families are in walking distance) and food (dinner). Parent workshops focus on math, reading, and state testing. Parents are also provided with babysitting services for children under 5. Children older than 5 do fun academic activities with a teacher who has volunteered. Also, families who come are sent home with games, books, etc... that were used during the workshop.

-Our Title I teachers have gone door to door inviting each family personally.

-We have an attendance committee and students are placed on contracts after missing so many days of school (there are steps beforehand, too). The committee includes the school nurse, administration, guidance counselor, and PPW.

Hope some of these ideas help!
