I totaly agree with June. Make yourself a poster and title it things to do when I am finished. My poster says things like 1. Finish any uncompleted work, 2. Read a book 3. Take a test on book 4. Work on spelling etc.
This does not leave them any room to goof. And there is always those two or three students who will finish early. Establish rules and post them along with consequences. Don't forget to motivate good behavior as well as academics. I also have a monetary system to allow students to shop in the classroom store for good behavior.
