Not a new book, but by far one of my favorites with fluent 3rd grade readers is Paddle to the Sea by Holling Clancy Holling. A ficitional story about an Indian boy who carves a canoe and lets it go above the great lakes. Each one page chapter beautifully illustrated follows his adventures through the Great Lakes to the Atlantic Ocean. Excellent vocabulary, discussion of geography, animal and plant life, industry and history of the area. My California kids find it high interest every year. Many supplemental activities are possible with this book across the curriculum.
