Sarah,
I think you are asking about students with special needs who have a "cooperating teacher" in the classroom with them vs. a classroom teacher who makes modifications in their classroom and curriculum with the guidance of a Special Ed. teacher who reviews the IEP or 504 accomodation plan and makes suggestions to the classroom teacher.
