How about using those plastic boxes to store shoes in or if this is still too costly use paper shoe boxes most stores will give them to you free if you tell them they are for a classroom then cover them with contact paper or wrapping paper and put the manipulatives in there. These boxes stack nicely alongside a wall or under a table without falling over.
