There is always some initial cost but I find that making bulletin boards that can be used throughout the year with simple changes being made saves financially, overall.

For example, I maintain a vocabulary bulletin board.
Once it is up, I change the words on a regular basis but I keep the general format.

I am planning a Timeline Bulletin board this year. I hope to make a simple timeline down the middle of this board, horizontally and then change the title to whatever history unit, we will be doing. The children will decorate by using 3x5 cards, each event have the 5 W's over the date and event.

Using colorful cards should keep it attractive. Instead of purchasing teacher ready materials, perhaps you can find pictures in a magazine or on the computer to vitalize the board. That is what I plan to do here. I am collecting pictures of photos of the period of history which I will space around the timeline and cards.
