I had the same problem my first year. You have come in after the first teacher. It will be a little difficult to set up your routine, because it means breaking the old one, even if the old one was nothing but chaos. I had a VERY troubled class, until my principal was kind enough to send me to a Love and Logic seminar. I only wished she had sent me to it earlier in the year. Find a system that works for you. Maybe check out a couple of the Love and Logic books, or go to your local or school library and see what is available on classroom management.
I know that you will be overwhelmed with how much is out there, but again, pick the plan that causes a light bulb to go off for you and your kids.
