Not sure if I can offer any help in your situation but I can say what I do. I require all my students to have a 1 inch binder for my class. That is MY class. Each class has their own color. The reason for this is that I allow them to keep their binders/books in my class and for my grading system. it is so easy to look at a color then trying to figure out where does this student belong? I teach 97 students and most of them forget to write their FULL name (very frustrating when I have several students with the same first name) and they forget to write which class they are in. Any how that is the rational of why I have them use color binders for me Why all the teacher are doing this in your school, I have no idea.. Good luck in your situation.
