Hi, I may have an idea for you. As far as fragments are, well I would do something like the following. The kids will enjoy it and learn a good deal from it because it makes them do split second thinking and writing. Make
a casette tape with a variety of different sounds on it (door slamming, water running, glass breaking, crackling fire etc). Bring the tape to class with you. Explain the difference between sentences and fragments. Give them the directions "write the FIRST sentence that comes to your mind." They have one minute to write each sentence for each sound you play. They must use correct
punctuation, subject and verb agreement, and of course express a complete idea. You'd be surprised what the kids can come up with.

Technical writing for middle school kids would fall along the lines of business letters, memos, applications etc. You can challenge them by having students write for information about a product from a real company. Mail them. Part of the project can be the letters/ info they receive from the companies in response to their letters.
