Have you read to them? Last yr, I had a group of 504 students and I had to read everything to them.. Then encourage them to read.. you can get
troll book orders and they love that! They buy books and you get free books that you can use as incentives!

I worked one on one with them to help. I also held a reading club.. they could come in for help.. I didn't call it tutoring, somehow they were turned off by this.. buy the love joining clubs.. The better readers would help the slower readers while I would circulate. It was like book clubs.. we would read alone and help when those needed (I would actually take those that could not read at all and work with them personally) and then we would talk about the book and do fun projects.
