You could do what I am going to use as a homework incentive..
Keep a poster with a graph on the wall. you can do it by classes(if departmentalized) or by student if self contained.
Everyday that they have their homework, I put a sticker on the graph by that class/person.. You could do it for everyday present.
At the end of the week (seeing your principal has a long term reward, do a weekly reward) those that have perfect attendance (or class with highest amount of stickers) get some kind of reward.. a piece of candy, a free homework coupon.. whatever works for them..
