I would wait until I had everything ready to hand in. Just my personal opinion. I didn't apply for a full-time job until I finished everything. I still didn't have my teaching certificate in hand, but I got a letter from the Dean of Education saying that I was eligible for one. I had to turn that in with my application until I got my teaching certificate from the state. I am now employed full-time. I was hired before I got my teaching certificate, but I had everything else in. I think the school districts want everything in order when you apply.
