    My advice if you're not already doing it is to document everything. While it is a major pain in the butt if he is that disruptive, it could help force the parents to see the issues.
    I also like mrstchr's idea of sharing what an average second grader's progress it compared with his achievement.
    Also, test him and show on the parents that it's a 'K' level. You could use Rigby, Star testing, Dibels, and others. Also, show this child's work and tell what the class average was.
    When you meet with this family next, be prepared! Don't just say it, SHOW it!
