    Depends on the State

    I believe that it's different from state to state. In my state my district is in phase 4 which is restructuring. This means that the started taking over. The state is basically making the decisions and the school board must approve. If we move to phase 5 there is a possiblity of getting rid of the school board and the state will have complete control.

    This year the central office was restructured. Everyone had to reapply for thier position. The superintendent resigned in Jan. so we are going through a search and I'm the state will have a say in who is hired. Central office personal were given a schedule of school visits. Each must make several school visits a week.

    The schools can not purchase anything without approval and it must fit into the school improvement plan.

    It's not a fun process but so far we have had less paperwork.
