Every DARE officer I have seen in action simply raises his hand overhead and the kids are supposed to raise their hands and be quiet when they notice him. Everyone catches on quickly and quiets down. Maybe it's the gun on his belt but I doubt it (just kidding--I've used it and it works). You can also try saying in a quiet voice, "If you can hear me clap once (clap with them), if you can hear me clap twice Clap 2x), if you can hear me clap three times." They catch on and I have yet to see anyone act obnoxious.
With the ornery kids that I really connect with I hold my thumb and pointer finger like I'm showing them a quarter inch--they know this means "you're about THIS CLOSE to a consequence. They usually grin and stop what they are doing.
