Attitude of Custodians and Support Staff

The attitude of the custodians and support staff is an issue at my school. In my situation, I feel it is directly related to the principal's leadership style. It's just too easy to barely do your job and get away with it.
The cleanliness of the school and the quality of the work done by many of the teacher's assistants and (even some of the teachers) have a lot of room for improvement.

There might be trash laying next to the dumpster for three or four days, because when the garbage truck came and emptied the dumpster some of the trash fell on the ground. I guess it's the garbage truck driver's fault

and he's gone, so the custodian leaves it on the ground.

Sometimes it seems like the support staff are there to socialize and complain first, and then to work if there's a little time left over. Teaching assistants on more than one occasion have "disappeared" during their work hours and then reappeared without any mention of why they were out of the classroom.

As you can probably tell, this is a bit of a sore spot for me. In general, the support staff are nice people, but they don't have a strong work ethic. The leadership style at our school allows them to continue to be lax about the way they fulfill their responsiblities.
